Gan ražošanas industrijā, gan arī policijā tiek pielietoti dažādu modifikāciju gigantiskie roboti, kurus kopumā mēdz dēvēt par „darbiniekiem”. Japānā tiek strādāts pie projekta, kura nosaukums ir „Babilonijas projekts”. Šā projekta ietvaros plānots izveidot lielu apjomu šāda veida robotus. Tomēr lietas saiet grīstē, kad sistēmu inženieris Hoba, kurš strādā kompānijā Shinohara Heavy Industries, noslēpumainos apstākļos izdara pašnāvību robotu ražošanas rūpnīcā. Drīz pēc šī atgadījuma „darbinieki” sāk iziet no ierindas un plosīties... Asuma no Īpašo Transporta līdzekļu divīzijas uzsāk lietas izmeklēšanu, un drīz vien noskaidro, ka robotu plosīšanās un pašnāvība ir tikai neliela daļa no lietām, kas spēj apdraudēt visas Tokija nākotnes likteni...
